The Special Waste Regulations 1996 came
into force on 1 September 1996, replacing the Control of Pollution
(Special Waste) Regulations 1980. Their purpose is to control the
movements of the most dangerous wastes and implement new definitions
of hazardous waste.
These regulations introduced a more complex
`consignment note' system which is directly regulated by the Environment
Agency. The producer or holder of the waste is termed the consignor,
the transporter of the waste is termed the carrier, and the disposal
or transfer facility receiving the waste is termed the consignee.
Unlike movements of controlled waste, special
waste has to be pre-notified to the Agency at least three working
days ahead of the movement.
All parties must retain their copies of
the consignment notes for at least three years. We take care
of the necessary paperwork for you (transfer notes for controlled
wastes and consignment notes for special wastes) and liase with
the Environment Agency on your behalf.
